[Gnumed-devel] I18N config

I suggest adding an option to the config file specifying the language to
use. 
Reason: One might set the language used for GnuMed different to the
language used for the rest of the programs (for example if you dont like
the translation of some system messages). It should be possible to
override system settings to customize the language independently.
Additionally it might be useful if environment based detection fails for
some reason.
