Some time ago I split up variant from non-variant parts in the
bootstrapping process. Everyone should bootstrap with
bootstrap-monolithic_core.conf first and then bootstrap again
with the conf-file for his area of choice, say
bootstrap-au.conf. The bootstrap-XX.conf files only hold
additional schema and data files pertinent to that country.
