where the backend listener transfers a notify from postgres to gmDispatcher,
won't it trigger a notification on relevant listeners registered in
gmDispatcher outside of the gui thread?
What if something was being registered in gmDispatcher at the same time
from a different thread?
Is there a lock inside gmDispatcher?
