this worked by first logging in as postgres then , grant all on 
public.pg_user to  "gm-dbowner";
only needs to be done once.

thereafter ,  the initial connection pooling user can be gm-dbowner,  
who then
can do   ' set session authorization to "any-doc"  '  if any-doc is the 
session user in tomcat.
