There is no gnumed.conf
There is a ~/.gnumed directory
In that, there is a dbm file which will be auto generated, and files called 
plugins.toolarea,  plugins.toolareaUpper,  plugins.notebook, 
plugins.toolareaLower, and  plugins.toprow
In each of those files there are plugins listed, one per line, I have attached 
my current test configuration to this email.
The configuration interface will change completely anyway within the next few 
days, same principle as in wtConfiguration in wagtail
