Well, for one thing I am not sure I understand what type of
letter that would be but OTOH it does not matter what I
think. If you want/need it just add it with is_user=True.
If you want it included in the default install I and surely
include it, too. V3 will enable users to "activate" data
from the default install as needed anyways so if they don't
need something they can disable it.
