... they lack a fax machine. Would a fax icon need to have a  
"handset" on its side? If no, could the text "FAX" be superimposed  
(written onto) their modem icon? Or be supplemented by use of a photo  
of a fax machine followed by conversion to an icon?*

... or by one from http://www.iconsfree.org/ though the icons' origin  
is unknown? Dunno if it is a home for malware...

Tango is free under Creative Commons but its base set seems fairly
