Entering BC works for me: it brings up a phrasewheel with
British Columbia and two more possibilities.

a) one can now enter a comment on the patient right from
   the patient creation wizard

b) we don't yet have a place in the backend to hold a
   generic Caveat: unless it is entered as a pseudo-allergy
