'LANGUAGE', 'LC_ALL', 'LC_MESSAGES', 'LANG', in that order

That's what the Python manual suggests. See also here:

You will need to set LANGUAGE. This can be done in the
GNUmed startup script. It sources a local and a system-local
shell fragment.
