Wow, indeed, no cluster :-( I hope everything else is normal
under those circumstances ...

That makes sense, then. No cluster, no server running.

I would do
apt-get remove --purge postgresql-8.3 postgresql-common
to have it also remove any configuration files and data related to PG.
