Some ideas about German localisation but without having instpected neither
the CD nor any docs - just copying from my box:
$ cat /etc/environment
LANG="de_DE.UTF-8"
$ cat /etc/default/locale
LANG=de_DE.UTF-8
LANGUAGE=de_DE
