There is another maintenance release: v 0.3.9

This fixes a few bugs, one of them reported just two days ago:

        NEW: better honour post-patient-activation-plugin
        FIX: error on setting database language more than once
        FIX: faulty logic in XML-RPC port detection

As usual, no database change required. Get it from
