Nope. The user may or may not care about those not running
servers. If they want to upgrade a database within a running
server they could care less whether another one is not
running. But there's no way you can know except for
detecting possibilities and asking. It is, of course,
possible to leave out some of the possibilities and clearly
document that fact, no problem. I dare say, a not-running
server clearly is a candidate for that ;-)
