I asked a local user and she argues as much. I changed this.

While I can perfectly follow your reasoning it would mean
spending another row / horizontal band of screen real estate
on the editor buttons (while now they share the ribbon with
the save buttons). I'd say the button labels (should) make
things clear enough.

Oh, OK, that would be one approach. But that could lure
people into thinking the save buttons apply to the Summary
line only (as evidenced by the new-encounter button top
right).
