Jeroen T. Vermeulen proposed the following answer:
The supported way is to set up imports from your project's bzr branch.
We particularly recommend this for the templates.  Just push your latest
files to your branch and they will be imported automatically:
https://help.launchpad.net/Translations/YourProject/ImportingTemplates

There is also an unofficial way: the Launchpad Translations tools.  This
is a separate, unofficial project that "pretends to be a browser" and
uses the manual upload UI.  But the bzr imports are definitely
recommended.
