This comes as no surprise. They are used to a) making data available b) having 
heard little or nothing about FOSS letting alone the implications.

Even judges who have to rule on FOSS have trouble understanding the concept 
leading to problematic rulings.

Often no bad intentions are involved. The way to educate them and or getting 
something relicensed is way more complicated then just redo it as FOSS.

There usually is no shortcut to getting things done.
