Yes, it seems

        dem.org

is understood to be the politico-administrative entity which is made up of 
(manifested by) any number of (one or more) operational units which have 
meaningful distinctness to achieving patient care. Each of those operational 
units, when a praxis cares about them in GNUmed, becomes

        dem.org_site
