Yes. I was wondering what you were asking about:
- storage of those rules
- application of those rules
Storage "simply" needs a table structure holding them.
That's entirely passive and not really that complicated.
Application needs use cases defined under which to apply
those rules how. Usefully defining those scenarios is IMO
*much* trickier.
