In Germany we've been coding with ICD-10 in ambulatory care
for ages. The responsible bureaucrats don't give a damn
whether or not the benefit warrants the complexity. This
year's brainfart of making it vastly more complex had to be
struck down by *massive* lobbying including a (German idea
of a) public referendum (Volksentscheid = Patition an den
Bundestag).
