Suggest that on isolating a match

        - single match, which would not normally evoke a picklist
        - upon pick from the picklist

the UI should warn the user


        You have selected a member of staff, for whom
        privacy is especially important. Are you sure
        you want to activate this record?

        default <No>       <Yes>
