GNUmed requires that all staff be first created as persons, and then
Person > Enlist as user
however most staff, when they have a choice, prefer to get their care in some
other praxis because it can be awkward (loss of privacy and its complicates the
care vs work relationship) to get care within the praxis in which one works.
So provided no notes had yet been created, nor any allergy history or
medication or substance usage or vaccinations or measurements entered, nor
documents attached, GNUmed has no reason (other than the usually-correct
expectation) to treat this person as a patient.
Persons who can be known to be staff, *and* who have a null for in-praxis
primary, could be computed and treated as 'not patients'.
Is this a sufficient basis for a code adjustment to avoid auto-creating
encounters on mere activation of a staff record? Would admins or staff doctors
still want this encountered as some kind of (in)appropriateness of access
capture?
