If Windows uses something referred to as “Latin 1”, AFAIK it is
supposed to be the “real” ISO 8859-1. Windows often uses Windows-1252
(or Windows-1250 for Eastern European languages), which is indeed not
the same (Windows-1252 is a superset of Latin 1, whereas Windows-1250
is rather different).
My conclusion: “Western (Windows Latin 1)” sounds like a misnomer: it
is either Windows-specific (probably Windows-1252) or not (ISO
8859-1).

MySQL seems to call Windows-1252 “latin1”, but I guess that doesn't
surprise anyone.
