It is default and produced by the skin. Color is changed depending on which 
Wiki web you are on. If it helps you could change the color associated with 
the web. Then the green bar will become yellow , orange or whatever you like.

If you do not want the download button up there I need to revert some manual 
changes. Doable. Does it bother you ?
