Hi,

I think that the meaning of

        Fallback provider

is much clearer than "Primary doctor", IOW the provider who is to be used when 
no other doctor has been specified. This is not the same as a "default" doctor 
because when a doctor is logged in and creates a new person / patient, it is 
reasonable that the current user value and not the "Primary doctor" value be 
utilized.

Can the menu item thus be renamed to

        Fallback provider
