IMO the comment can have more importance than to be (only) in the tooltip, where it can go easily unnoticed.
Many times, the user will not bother to hover since many times no comment will exist.

I have some patients age 75 who use their own cel phone, and others age 60 who do not use one but wish me to contact them through the cel phone of the child or the hearing impaired friend. It is preferable, when dialing such a phone number, that this kind
of information be obvious.
I cannot recall whether I made the suggestion that, in the Overview, the comment be displayed in parentheses such as
mobilephone: (012) 345-6789 (daughter Anne's mobile)
and if that proposal was rejected if it is worth to reconsider, or if I can be reminded why this choice may not be a good idea?
