Setting aside that screenshots are no true test and could be faked, this goes 
to the practice of "pseudo" accountability, where the *appearance* of something 
is allowed to satisfy "due diligence". Mind you, this requirement is less 
odious than to be required to show up at testing centres and to show such 
things in person.

As to authority, they are a business and could say "well if you do not like our 
policies, you can receive your data through someone else" (setting aside that 
currently there is no one else).

Arguably the only reason they are (relatively) safe in their position is 
because, in the meantime, clinicians who are not using an EMR that has been 
approved as able to handle this broker's HL7 can receive the results via fax or 
as downloadable PDF.

Let us not dwell on the problem created by their implementation, wherein if 
someone from a praxis that DOES already receive the HL7 should choose to log in 
via a web page and print the results as PDF, those results (having been 
"already downloaded / printed") will be absent from the praxis' next HL7 
download.
