In a note of partial relief, I was able to restore my v19 under Mac OS with 
Enterprise DB and Postgres 9.3 and for reasons I am not sure why the 
permissions of my enclosing folder (double dot .. ) when I performed the 
restore on Mac OS were so:

        drwxr-xrwx

output of

        ls -al

below.

MacBook-2:bootstrap root# ls -al
