So far so good.

Likely, "rogluz" (inside PostgreSQL) isn't part of the group
"gnumed_v19".  How did you (re)create the users and groups ? 
The backup should have included a file containing the roles
needed. Which needs to be restored, too, after careful
scrutiny.
