allowed_clients = all
denied_clients =  66.249.65.169; 66.249.65.38

Would that effectively block a bot?
Yes, but since it's unlikely that you want anyone from that subnet, you can just use this:

allowed_clients = all
denied_clients = 66.249.65.0/24
