It wasn't anything obvious, at least not to me. I copied the old apache.conf back from a backup restarted Apache and we are in business. Confusingly the mod_proxy directives are in an entirely different file untouched by dpkg.

Thanks for the responses anyways.

Worst dist-upgrade ever :(
