The list itself would just be stored like any other content.

The namespace would point to that list, if the namespace used public key
encryption then it would be verifiable.

These links still have to be stored somewhere/somehow in a way that they
can be verified to be uptodate... im not sure how to do it. It is the same
problem, but the problem has been reduced to a few hundred bytes per
namespace rather than some huge amount.
