I think that is a perfect suggestion --) Ntp is a similar (demon) like
program and they use /etc also.

# ls -la /etc/ntp.conf
-rw-r--r--    1 root     root         2894 Jan 10 11:15 /etc/ntp.conf

I don't think this is a good suggestion. I installed Redhat 8.0 with the
default sizing of the directories. var = 914760/100996722=0.0091 => /var is
0.91 % of the total disk space! See appendix for the details,
