I doubt that GNUnet name is registered (Grothoff, is it registered?),
so it's unlikely that anyone has the proper legal rights to stop you.
Or, for that matter, any reason to do so.
As for the license, you might consider AGPL instead of GPL for a web
UI. If you want to make it shareable (i.e. not just use it as
alternative for command line, but also allow other people to use it,
people who normally have absolutely no access to the machine GNUnet
node is running on). If it's not shareable, GPL would work just as well).

There's also a version of GNUnet written in Java (to work in a
browser). amatus (address@hidden) worked on it, you'd have
to ask him for details and its status. Not sure if it's relevant to a
Web UI or not (probably not, since you've mentioned gnunet-java, which
is a separate project).
