Oh, we technically don't log to $HOME, but to

  GNUNET_CACHE_HOME = ${XDG_CACHE_HOME:-$GNUNET_HOME/.cache}/gnunet/

as defined in [paths].  So the exact location depends on your
configuration and you can change that easily.  But $HOME and $TMPDIR are
the only locations we can assume to be writable by default, and
$GNUNET_TMP seems wrong for logging which should persist across reboots.

You can trivially change the log location using

$ gnunet-config -s arm -o options \
  -V "-l /var/log/gnunet/gnunet-%Y-%m-%d.log"

or whatever else is your fancy if you have permissions to write there...
