I disagree: The Satzung allows meeting outside the congress.

Die Satzung says: "Die MV soll möglichst jedes Jahr beim Chaos Communication
Congress zusammentreten"

This means

a) "beim" ("near"), not "auf" ("on") and not "innerhalb" ("within"),
thus there is no requirement to have the assembly *inside* the congress.

b) "möglichst" = "as possible" - which opens the door for

Remarks:

1) I would interpret "bei" as "am Rande" (on the sidelines), which would
me: during the CCC and nearby the location

2) Interpreting "bei" as "on" or "within" the congress actually make the
possibility to participate to whether one was able to gain a ticket and
can afford to pay the ticket. Both of which would bind the the members
rights to pre-conditions far outside the scope of the Verein - which I
doubt is neither indented nor legal.

Example for 2: One could vote only if he/she get 2 correct numbers in
Lotto in November or December. (Same principle, not taking into account
that chances are higher to get a ticket.)
