The GNUstep libraries use the LGPL.
That means there is no problem using them with Apache.
We should give people a recommendation for what license to use on
their code for Apache modules: let's recommend using the GPL plus an
explicit exception giving permission to link the code with Apache.
If people don't see this recommendation, they are likely to think
that there is no way to use the GPL. That would not lead to good
results.
