Update gnustep-make/base

I'd like to put out an updated version of gnustep-base and gnustep-make
in the next week or so. One of the most common bugs in the 1.0.0 version
were problems compiling (and sometimes running) on non-Linux systems. So
in the next week please make sure that things work well on whatever
system you use. (And don't make too many huge changes to base).
