gnustep-make undergoing restructuring

as you probably noticed, gnustep-make internals are under some serious
work on CVS.  please let me know if I break something, I'll try to fix it
as soon as possible.

as a safety precaution, you are advised not to use the make code for
production while the work is undergoing. (but definitely use it for
developing and testing so that problems are reported quickly).
