GNUstep make/base release 1.3.4

I've maked the 1.3.4 release for make/base. Another change is that I've 
created a release branch for both gnustep-make and gnustep-base

To check out the branch:

  cvs checkout -r freeze-1_4_0 base

Or from a working copy, switch to branch:

  cvs update -r freeze-1_4_0

Only updates to this branch will go in the final 1.4.0 release
