.cvsignore in base/Headers/gnustep/base and base/Documentation

Hi,

is there a specific reason why .cvsignore in base/Headers/gnustep/base
contains config.h.in and .cvsignore in base/Documentation contains
every .texi file in that same directory? All these files are necessary
for building, and all of them are in CVS.
Because they also appear in .cvsignore, it is harder to do a cvs
import of the base sources, due to the fact that cvs import heeds
.cvsignore.
