Make/Base Release

I've started making the 1.7.3 release of gnustep-make and gnustep-base.
This will be a 'pre-release' version for a final 1.8.0 release in about
a month. As such, I have created a freeze-1_8_0 branch for fixes for
this release. To check out the branch:

  cvs checkout -r freeze-1_8_0 {module}

Or from a working copy, switch to branch:

  cvs update -r freeze-1_8_0

If you have any doubt whether a patch should go into the release
version, please post the patch to address@hidden for review.
