I have built GNUstep successfully from SVN. Applications (Calculator in 
examples) are working.

The only thing I did different than in README.MinGW, was when 
configuring gui:

./configure --disable-jpeg --disable-png 
--with-tiff-library=/usr/local/lib --with-tiff-include=/usr/local/include
