You guys might want to look into websvn.  (http://websvn.tigris.org)  It's main purpose is to provide web based browsing of the repository, but one of it's features is that it generates RSS feeds for each entry in the repository.  So if someone wanted to track the trunk, they could.  Or they could track a portion of a project, or just one file.  It's open source, so if anything you could look and see how they accomplished this.

The CIA bot would be by far the best thing imo.  It gives us a RSS feed
as well as an opportunity to have an IRC channel setup with commits.

If gna.org can set that up for us pretty easily, why not?
