The FSF, in the case of GNUstep, would like the license be changed in the next
few months. I'm not sure it's a *requirement* for GNUstep, but I believe that
it's preferred that we upgrade the license since GNUstep is, officially, a GNU
package.

GCC has been requested (required) to move over by the end of July.
