It looks like you have a missmatch of the package versions you are using...
The base library seems to be an old version and it's complaining about configuration variables added by a later version of the make package (make 2). For make version 2 I think you need base version 1.14 or later (and also fairly up to date versions of any other packages).
While I recommend using make version 2.x, you need to be aware that the change of the major version number from 1 to 2 introduced a few incompatibilities as well as a lot of improvements, so you need to get recent versions of other packages as older versions may not have been updated for make 2.x Versions of the core packages released in April 2007 or later should be fine.
