Can GNUstep be considered as a part of the GNU Project, which did get accepted?

They have their own list, but it's really up to the student to submit a proposal and see if it gets accepted by the GNU team.

Did we get any feedback on why our application was rejected? It seems odd that GNUstep would be accepted two years in a row and then the combined application would be rejected.
