Take a look at SimpleWebKit (http://svn.gna.org/viewcvs/gnustep/libs/simplewebkit/trunk/) as it probably already everything you want to do.  As far as I understand, it's also a drop-in replacement for full WebKit, just not as complete.  If you want a browser to go with it check Vespucci (http://gap.nongnu.org/vespucci/index.html).
