Policy for updating ANNOUNCE file

Hey,

David reminded me of this... should we have a policy of updating the ANNOUNCE 
file in trunk when adding new features that will be interesting to users of the 
library?

Last release there were some major improvements (at least IMHO ;-) to 
NSTextView that I didn't really publicize  (underlining support, 
auto-underlining spelling mistakes) and weren't mentioned in the release notes. 
If we don't update it until release time, sometimes it's hard to remember to 
include everything.
