Hi,
although his buiness seems unrelated and look slike a scam, I found
several mails of him in other projects and he indeed offers a mirror for
several projects, look here:

He appears to mirror hundreds of GigaBytes! Amazing. Cheap hosting? He
has several sites, for US, EU/Russia...
Raspbian has it among the official mirrors, look here:
http://www.raspbian.org/RaspbianMirrors
I see no harm in having an additional mirror.
