I like the idea of holding non-member postings for the list *if* we 
have enough moderators and/or the "daily summary of held postings" is 
sent to the list too, so we can see if moderation fails.

I do not like the idea of bouncing webmaster@ - we need as much help 
as we can get and this would be a bigger barrier than the buggy wiki 
password system.
